Sure, it is easy to make a cut and paste mistake. But you're still
responsible for all the software you ship and complying with all of
the licenses. This means that the Swish people likely are at fault for
not scanning their code. The fact that they don't know for sure about
what is in their system is an indication they haven't done their due
diligence.

Software is covered by copyright and copyright is an international
treaty governed by the Berne convention to which Sweden is a
signatory. If a Swedish company is violating the GPL they can face
significant legal consequences. In some cases you can be forced to pay
legal fees as well as purchase a new license. But imagine if you
develop on Android and you violate the GPL. You can lose your right to
use GPL'd software which would make you lose the right to use the
linux kernel which is Android's kernel. This would make life difficult
to say the least.

Its not the developers that often get sued. Its usually those who
distribute the code with the device, after all, they're the ones with
the money.
